Alleghany County awarded $1.5 million OSBM grant for transfer facility; radios request not funded

The Office of State Budget and Management awarded Alleghany County $1,501,957.42 for improvements to the county transfer facility, county officials told commissioners at a regular meeting. April Ham, the county’s chief finance officer, said the award arrived by email the morning of the meeting and was specific to the transfer facility.
“This morning I got the email from OSBM. And what we were awarded was $1,501,957.42,” April Ham said. Staff and commissioners had worked quickly to assemble several applications after a disaster declaration made parts of the county eligible for state grant money.
County staff said they also applied for other items including a $100,000 EMS quick-response vehicle and a $676,884 request for Viper radios and an emergency management truck for fire departments, but those requests were not funded by OSBM. Commissioners said the $1.5 million award, combined with local allocations and interest, brings the transfer facility funding package to roughly $3 million.
David Slasher, senior project operations, said TRC is about 85% through design work for the new sewage system and staff expect to be near 95% once drawings are finalized. Slasher said the county had planned an RFP for the next phase of work and expects to issue it between mid- to late January or early February, depending on remaining adjustments.
Commissioners said they will continue coordinating with TRC and the health department on permits and design work and will integrate the award into existing project financing. Heather (last name not specified), who handles related paperwork, said she had received a Truist lien release for a school property and expected to record it officially, which will help clear the way for related design work on ball fields.
The board did not vote on accepting the OSBM award during the meeting; staff described next steps that include finalizing plans, coordinating permits, and issuing procurement documents as needed.
