San Joaquin County EEO advisory panel reports 11 new complaints, schedules in-person coordinator trainings for early 2026

The San Joaquin County Equal Employment Opportunity Advisory Committee heard an update from EEO staff about investigations, planning and training at its most recent meeting. David Davis, EEO staff, told members the office has "So far in 2025, we have ... 11 new complaints," noting those are in addition to cases carried over from the prior year.
Davis said staff will work with the advisory committee to develop an EEO plan that will provide program direction from October 2026 through September 2028 and aims to be presented to the Board of Supervisors in 2026. "We'll start developing that plan in the first quarter of actually, the 2026 with a goal of completing it and presenting it to the board of supervisors in 2026," Davis said.
On training and staff development, Davis said the department will offer webinars and virtual conferences in 2026 to stay current on rules and investigation techniques, and that the EEO coordinator training is being revised. "We are currently updating the EEO coordinator training ... and in early 2026, we will provide the EEO coordinators ... different options for dates to be trained," he said.
When asked during public comment whether the trainings would be in person, Layetta Finister asked, "For the EEO trainings, are you planning on going back to in person trainings?" Davis answered, "Yes. We'll be doing those in person," and added the county will provide several date options and a target of no later than March 30, 2026, with additional virtual sessions as needed.
Davis also described recruitment plans to ensure departments have adequate EEO coordinators, saying the program has a goal of adding 14 coordinators and that Public Works has committed eight so far. That staffing effort, he said, aims to ensure employees have a point of contact for informal complaint handling.
Human Resources representative Rachel informed the committee that member Fritz Buckman will retire at the end of the month and that HR will work with the county administrator's office to fill the department head representative seat. Committee business moved nominations for chair and vice chair to the first meeting of 2026, scheduled for Feb. 4 at 3:00 PM.
The meeting closed after a motion to adjourn was made and seconded.
