LPA approves special exception to replace Caper Beach Club tiki huts seaward of 1978 CCCL line

The Local Planning Agency approved a special exception to allow like‑for‑like replacement of two 12‑by‑12 tiki huts and associated rope and bollard barriers at 2812 Estero Boulevard (Caper Beach Club).
Planner Jason Smalling told the LPA staff had validated the pre‑storm existence and placement of the structures using aerial imagery dating back to at least 2004 and that the special‑exception standard for replacement of preexisting materials is met. "The applicant's design is putting the tiki huts generally into the same placement," Smalling said, and staff concluded the rebuild would be allowable under the special exception.
Property manager Bonnie Delizia and board secretary Sue Cox said the applicant’s intent is to restore the property to its pre‑storm condition and maintain the site's character. There was no public opposition during the comment period and several letters in support were submitted.
A motion to grant SEZ20250081 with the attached conditions was made, seconded and carried unanimously.
Staff and the applicant were congratulated for restoring a longstanding beach amenity, and the LPA noted the action is final agency action for special exceptions unless a timely request for review is filed.
