Placer County parks commission recommends $274,423 for Lincoln skate park to county supervisors

Placer County's Parks, Trails and Open Space Commission on Tuesday recommended that the Board of Supervisors approve a $274,423 park dedication fee allocation to help build a skate park at Lincoln Community Center Park.

Principal Planner Kyle Smith told the commission the Phase 1 skate-park construction budget is about $3 million and the county contribution would represent just under 10% of that total. "The action before you is to recommend the county board of supervisors approve a request from the City of Lincoln for park dedication fees from Recreation Area Number 6, Lincoln area, in the amount of $274,423 for the construction of a skate park feature at Community Center Park in Lincoln," Smith said.

Assistant City Manager Nita Racker answered commissioners' questions about ownership and liability, saying the park sits on city property and "this is a city park" that the City of Lincoln will own, maintain and operate. She added the city has not previously received park dedication funds from the county and said this would likely be its first and largest request.

Smith told the commission that, as of the September end-of-month report, the Lincoln fee area would have a remaining uncommitted balance of $10,514 after the recommended allocation. He said staff expects the project to go out for construction bids and estimated a four- to five-month construction period depending on start date.

The commission's motion to recommend the Board of Supervisors approve the request was moved and seconded, public comment on the item was called for and none was received, and the commission approved the recommendation by voice vote.

The county now forwards the recommendation to the Board of Supervisors for a final funding decision; the Parks Commission noted staff's plan to continue seeking grant and general-fund sources to support larger regional projects in this fee area.
