Bibb County board approves East Bloss amendment and awards multiple construction contracts; one bid draws 7–1 vote

The Bibb County Board of Education’s fiscal committee recommended and the board approved an amendment to the 2021 East Bloss capital budget and authorized several construction- and architectural-contract awards funded through the East Bloss program.
Sam Kitchens, assistant superintendent for operations, presented Budget Amendment No. 6 to align the East Bloss program with final collections and reimbursements, saying the referendum produced $201,200,000 in collections with $4,700,000 in DOE reimbursements and $7,100,000 in interest income. Kitchens told the board the amendment would allow allocations for projects approved by the referendum but cautioned there are more projects than available runway to finish all work by 2026.
The board moved the amendment (FSS 3) to the consent agenda.
On construction contracts, the board authorized several awards to provide construction-manager-at-risk services and other work paid from East Bloss funds. Kitchens recommended authorizing the superintendent to sign with ICB Construction for the Burdell Hunt renovation and with ICB Construction Group for Vineville Academy of the Arts, both motions approved and sent to the consent agenda. The board also approved Leah Jones Architects for architectural services at Hartley Elementary and contracted with Appling Brothers Company to expand the transportation parking lot.
One contract — FSS 6, the construction-manager-at-risk award for a new Northwoods Academy gym — prompted extended questioning from Mister Morton about why ICB receives many contracts and whether price rather than other scoring criteria was driving repeat awards. The procurement representative explained the district’s Bonfire evaluation system and said proposals are scored across weighted criteria, not on price alone. After debate, the Northwoods gym award passed 7–1.
All awards and the East Bloss amendment will be processed through the consent agenda and subsequent contracting steps.
What’s next: the board sent the listed items to the consent agenda for full board ratification and the administration will proceed with contract execution and project planning.
