Clark council approves multiple ordinances, adopts consent agenda and routine budget transfers

- Ordinance 25-37: Amends meeting rules to set regular council meetings on the first and third Mondays of the month (two regular meetings per month), a change presented as improving transparency and municipal responsiveness.
- Ordinance 25-38: Amends stop-intersection regulations under Chapter 347 (traffic) to add specified stop intersections, including Kennedy Drive/Fairview.
