She explained that CST meetings vary by student need and usually include the classroom teacher, specialists (literacy, math), school psychologists and other relevant staff. The CST process is data‑driven and uses formative assessments, progress monitoring and additional screeners to decide whether interventions should be intensified or whether an IEP evaluation is warranted.
Martin noted a positive trend: the number of early‑year CST meetings fell from 47 last year to 36 this year, and she interpreted that as an increase in plans that were already in place and required less intensive early‑year triage.
