A proposal to transfer $45,588 from contingency to fund an HR generalist position for the remainder of FY26 failed on a 3–2 vote after commissioners sought more detail on how the line item would be funded and cautioned about adding recurring personnel costs mid‑year. Finance said the position would be budgeted fully in FY27 and the transfer covered remainder of FY26.
Separately, a request from Superior Court leadership to convert two CJCC grant‑funded temporary positions (drug‑court coordinator and case manager) to full‑time county positions was discussed at length. Judge Winn said the conversion would increase county costs by about $24,000 for the remainder of FY26 while preserving grant funding for the positions long term. Commissioners asked for precise line‑item numbers and accounting detail; the board substitute‑motioned to table the conversion pending finance detail and timing (the judge was permitted to continue advertising the temporary position). The substitute motion to table passed.
The board then considered an FY25 year‑end budget amendment to move additional revenue to departments that were over budget in FY25 (information services, juvenile court, public works, fleet, Keep Newton Beautiful, and payments to outside agencies). Finance said causes included payroll changes, late invoices after departmental turnover, increased paving costs and unanticipated vehicle repairs. After discussion the board approved the FY25 year‑end budget amendment 3–2 to avoid audit findings.
