Bandera council adopts amendment to TDA CDBG contract, removes floodway sidewalk

The Bandera City Council voted unanimously to adopt Resolution 2025-040 approving amendments to contract CRC23-0540 with the Texas Department of Agriculture, changes the city said were required after TDA clarified that construction cannot occur in a floodway.
At a public hearing and during council discussion, grant staff described the revised scope: full-depth reconstruction of selected streets and parking areas, sidewalk connectivity to businesses, and the addition of overhead lighting in the Cedar Street parking area. Staff said the originally planned Maple Street sidewalk and switchback fall inside the grant'prohibited floodway, so that element was removed and an ADA-accessible alternative route outside the floodway was proposed to tie into future TxDOT and local sidewalk improvements.
"There are requirements with this grant ' that you cannot have any construction activities in the floodway," said grant staff during the hearing, explaining why the Maple Street switchback was taken out of the scope.
Residents raised concerns about drainage around a new county building and whether the parking improvements could be affected by diverted water. Staff replied the separate flood-infrastructure project will upsize culverts and armor channel sides to reduce overtopping, and said the sidewalk and parking work was being coordinated to avoid duplication of floodway work.
Councilmembers amended the resolution language to keep the lighting description general and then voted to adopt Resolution 2025-040 to submit the amendment to TDA. Mayor (unnamed) closed the public hearing before the council moved on to other agenda items.
The council also approved an amended civil-rights resolution required for the same CDBG contract.
The next procedural step is for staff to finalize the revised contract materials and submit them to TDA for approval under the grant's timelines.
