The City Council voted unanimously to adopt a pair of resolutions updating terms and conditions of employment for management-designated employees. Immediately afterward, staff presented a proposed memorandum of agreement (MOA) with SEIU Local 721 covering regular status employees. The proposed three-year agreement would provide 3% salary increases each year, a one-time $1,000 payment for regular employees, phased salary-range adjustments to market medians and modest increases to several allowances. Staff estimated a total three-year cost of approximately $5.9 million, with about $1.4 million required in the current fiscal year. Council moved to consider the proposed MOA, allow public comment, and place the item on the Dec. 15, 2025 agenda for final determination; the motion passed unanimously.
Council also debated the structure for advancing film and tourism goals and voted unanimously to establish a film ad hoc committee charged with evaluating strategies to enhance Simi Valley's competitiveness as a filming destination. Mayor Kavanaugh and Councilmember Litzler were appointed to the ad hoc committee. Staff emphasized the ad hoc model’s flexibility and cautioned against duplicating chamber efforts.
