Votes at a glance: North Ridgeville adopts emergency appropriations and cybersecurity program

North Ridgeville City Council approved two ordinances during its Dec. 1 meeting and listed several other items for further consideration.

Ordinance 2025‑161 — Amendments to the 2025 annual appropriations (adopted with emergency clause): Council moved to dispense with second and third readings and adopt the ordinance with an emergency clause to allow the Department of Finance to meet year‑end obligations, including compensatory-time payouts and transfers for library and school funds. The ordinance was moved for adoption by Councilmember Winkle and seconded by Councilmember Abens; a roll-call vote recorded each listed member as voting yes and the motion carried.

Ordinance 2025‑146 — City cybersecurity program (adopted): Council adopted an ordinance establishing the City of North Ridgeville cybersecurity program in accordance with Ohio Revised Code §9.64C. The measure was moved by Councilmember Swank and seconded by Winkle; roll-call vote carried.

Items remaining at second reading or scheduled for public hearing: Council listed multiple second‑reading items for Dec. 15, including an ordinance to rename Thiebaud Trail to Orchard Park Drive and two engineering‑services contracts for Sugar Ridge projects (one authorization with Fishback of up to $429,807 for the Sugar Ridge/Bender roundabout and one authorization with American StructurePoint of up to $370,410 for Sugar Ridge rehabilitation). Those contracts were described in the agenda but at the Dec. 1 meeting they remained at second reading and were scheduled for further public discussion on Dec. 15.

Procedural notes: Council removed Ordinance 2025‑114 (income tax proposal) from the agenda after election results were certified and dispensed with recess earlier in the meeting. Applications for the Ward 1 vacancy (after Holly Swank accepts an at‑large seat) were invited through Dec. 11.
