Finance committee approves depositories, GIS cost-share and police equipment purchases

On Dec. 16 the Cheyenne Finance Committee recommended the City Council adopt multiple finance and procurement items.
Deputy City Treasurer Brenda Moreau said Wyoming Statute 9-4-817 requires municipal funds be deposited in national banks or banks incorporated under state law. The committee voted unanimously to recommend the list of local depositories included in the resolution.
Heidi Oberlin, GIS cooperative coordinator for Laramie County, presented a three-year cost-sharing memorandum of understanding to renew the Esri enterprise agreement used by multiple city and county departments. Oberlin said the annual enterprise cost is about $128,200 and the city’s invoiced share for the upcoming budget was approved in committee not to exceed $36,185 so partners can budget ahead of the Esri renewal.
The committee also approved two sole-source purchases tied to a previously approved fleet acquisition: a $82,615.90 purchase for 10 Motorola mobile radios and a $96,974.60 purchase for 10 Axon in-car camera systems for the Cheyenne Police Department. Police department staff said both purchases are sole-source and are for equipment to outfit vehicles in the earlier fleet approval.
All of these items were moved, seconded and received unanimous committee recommendations to the full council.
