Finance committee recommends 3% cost-of-living adjustment for sworn Cheyenne police officers

The Cheyenne Finance Committee on Dec. 16 recommended that the City Council approve an ordinance (second reading) that repeals and replaces the terms and conditions of employment for sworn officers of the Cheyenne Police Department.
A department representative (captain, unnamed in the transcript) told the committee the only substantive change in the new terms and conditions is a 3% cost-of-living adjustment as presented by the mayor's resolution. There were no public comments and councilmember Moody moved to approve the ordinance on second reading; the motion was seconded by Councilmember Esquivel and the committee issued a recommendation for approval to the full council.
The change, as described in committee, applies to sworn employees for January 2026 through the end of the 2026 fiscal year. No other substantive contract changes were reported during the public presentation.
