Weber River council to review template updates to organizing documents; approval deferred to next meeting

The Weber River Watershed Council reviewed a staff proposal to update its organizing documents to match a new State Watershed Council template and agreed to consider formal approval at a future meeting.

"I offered to update the council's documents after the last meeting," said a council staff member, who walked members through language clarifying the council's purpose and a statement that the council "does not supersede, usurp, or replace any watershed-oriented organization within the watershed." Chair Jeff Young said the changes "lay out purpose a little better."

Staff noted the template removed an explicit 9-to-21 membership cap; members discussed whether to keep such a cap to preserve a functional forum and debated options for managing attrition and staggered terms. Staff also proposed changing a replacement rule from requiring two nominees to allowing a single nominee to fill a vacancy.

To address recurring attendance gaps, staff recommended adding explicit proxy rules. "Members may designate proxies to act or vote," staff explained, and council members discussed limiting proxies so they do not exceed 25% of representation in a given year.

Council members asked that the initial member roster and term language be clarified because the initial list in the documents no longer matches current membership. Staff suggested publishing a current membership list on the state water website and keeping the historical initial roster in the record for reference.

No formal vote was taken at the meeting. Chair Jeff Young said the revised documents and the matter of officer elections will be placed on the next meeting agenda for formal consideration and that staff will circulate the edits for review in advance.
