Hamtramck unveils RFP template to steer development on city-owned land

City Economic Development staff presented a draft template for issuing requests for proposals (RFPs) on Nov. 25, saying the approach would let Hamtramck set community priorities for development and evaluate bidders on factors beyond price.
Presenter Isabel explained that the template connects to the city’s economic recovery planning work and is intended to guide private investment toward locally defined goals, including infrastructure improvements, flexible zoning and community engagement. She outlined a typical RFP process — site selection, drafting and public posting, scoring submissions using a scoring metric, staff review and then council approval — and said the draft scoring rubric is included in presentation materials.
Council members asked practical questions about the city’s limited vacant land, whether tougher requirements would deter bidders, whether timeframes would be included and whether tax incentives would be guaranteed. Isabel said RFPs are used by peer cities, that timing would be published in future solicitations, and that tax incentives are possible but not guaranteed as part of negotiation.
Next steps: staff circulated the template in council packets and will continue to refine the rubric and process for future RFP issuances; no formal council vote on the template occurred at the meeting.
