Brockton to use $175,000 Barr Foundation grant to fund transportation planner for RAISE projects

The Finance Committee voted to recommend acceptance of a $175,000, three‑year grant from the Barr Foundation to the Department of Public Works to hire a transportation planner.
CFO Troy Clarkson said the grant will support a planner who will work with both the planning department and DPW on transportation grants and projects. DPW Commissioner Pat Hill said the position will be key to coordinating between city personnel and outside consultants on major efforts, naming a pending $7.8 million RAISE (federal) grant to transition the downtown to two‑way traffic as a project that would occupy much of the planner’s time. Hill estimated roughly $2 million of planning work within the larger grant and said the planner would help manage the city’s role in that RFP process.
Council members asked how the planner’s responsibilities would differ from the Old Colony Planning Council’s role; Commissioner Hill and CFO Clarkson explained OCPC’s regional role in distributing large transportation funds and said the city planner would coordinate locally with OCPC and Brockton Area Transit (BAT). The committee recommended the grant acceptance favorably.
