Staff said the emergency-contract work is procured on a unit-price, on-call basis because the city responds to unplanned failures (example line-item: $6,000 lump sum for certain water-main repairs). The engineering-services contract will support as-needed oversight. The fire department described a communications gap and asked for two more portable radios (state pricing reduces unit cost to about $7,428 each); council approved the purchase from the general fund. For the alley activation, staff said bids came in over the original grant budget; the administration recommended awarding the contract now to meet the grant deadline and continuing to seek roughly $200,000 to complete the originally planned eight raised-intersection treatments.
