Council approves grant-funded renovation to add six tennis courts at Veterans Park

Hamtramck — The City Council voted to award a grant-funded contract to resurface, restripe and add fencing to Veterans Park so the facility can accommodate six tennis courts, a change officials said will let Hamtramck High School host home matches and expand youth programming. The award, presented by the Hamtramck Parks Conservancy, is roughly $113,000 and will be paid from conservancy/grant funds; no city general-fund dollars were required.
Tom Habitz's representative told the council the Parks Conservancy applied for and received a USTA grant tied to the project and that all cost estimates and a request for proposals process are complete. “We are bringing a request to you today to award the bid for construction of the project … for 6 tennis courts in Veterans Park,” the representative said at the meeting. Coach Joe Patterson, students and a community committee described how the high school program has grown from five players in 2024 to roughly 35 athletes and urged approval so teams would not have to travel outside the city for practices and matches.
Councilmembers asked about timelines, grant terms and the bidder-selection process; staff confirmed CNS Construction was the lowest qualified bidder after competitive procurement. At the vote the council recorded a roll call and approved Resolution 2025-143. City officials said the project advances other park improvements and has been coordinated with the Hamtramck Park Conservancy and school district staff.
The project reflects a mixture of private grant dollars and local matching commitments through the conservancy. Construction and installation work will include resurfacing, new nets and fencing and striping for six courts; staff said some existing infrastructure from earlier courts remains and reduces scope. The council asked staff to keep the Parks Conservancy and school leadership informed of scheduling and public outreach so the community can track completion.
