Commission approves $2.9 million contract to rehabilitate wastewater plant denitrification filters

The City Commission voted unanimously Dec. 4 to award construction bid 25-2536 for rehabilitation of four deep-bed denitrification filters at the Dunedin wastewater treatment plant to CNT Contracting Services, LLC, for $2,915,010.
Engineering and operations staff explained the filters were installed in 1991 and that recent inspections and the manufacturer's advice indicated a full rehabilitation was necessary. Alejandro Gonzalez, the on-site engineer, said earlier competitive bids exceeded budget and staff then reduced scope to reach a viable base project. "This is the base of the project," Gonzalez said, describing the work as media replacement, selective concrete repairs, and a more accurate flow meter—measures staff said are required for 30-plus years of service.
Commissioners pressed on the tradeoffs. Staff confirmed they removed optional protective coatings and some advanced backwash redundancy as value-engineering choices to lower cost; those items totalled roughly $400,000 as an additive alternate. City staff said they are confident in the selected contractor based on prior city projects and contractor references and that the filters should have a service life of about 30 years after rehabilitation.
Finance staff will prepare a formal budget amendment to transfer $1,446,258 from fund balance or reprioritized CIP funds to cover the over-budget amount and will return in a future quarterly update. The commission approved the award and authorized staff to proceed under the emergency or expedited procurement terms as presented.
