Council Receives HUD Annual Plan Amendments and Schedules Homelessness Presentations

Jackie Abbott, manager for community relations at the economic and community development office, presented proposed substantial amendments to several HUD annual action plans. She said the 21–22 plan’s HOME ARP allocation was revised upward to about $3.4 million after a revised award notice; the 25–26 plan will reallocate program income and add a new CDBG affordable housing activity with $100,000 in budget. Abbott said both amendments ran a public-notice and comment period (Sept. 4–Oct. 5) and received no public comments.
Separately, Assistant City Manager Kelly Strickland reported on the homelessness and mental-health committee’s Sept. 4 meeting: the committee received presentations from Redeploying American Veterans (a nonprofit proposing a tiny-home community with supportive services) and the Fayetteville–Cumberland Continuum of Care; committee members recommended bringing both presentations to the full council for review. The committee also noted a preliminary, countywide point-in-time count of 383 people experiencing homelessness, up 3 from 2024; Strickland said those numbers remained preliminary and were awaiting HUD certification.
Council moved to receive the HUD amendment presentation and to schedule the RAV and Continuum of Care presentations for a future work session so council members could ask detailed questions of presenters.
Next steps: Staff will schedule the Redeploying American Veterans and Continuum of Care presentations at an upcoming work session (anticipated November) and will provide any HUD certification updates for the PIT count.
