Menands Village Board approves warrants and transfers, hears infrastructure updates and public comments

The Menands Village Board conducted routine business at its December meeting, approving minutes from the Dec. 3 meeting and accepting reported warrants and payroll items. Speaker 6 read warrant totals (general warrants and utility warrants) and announced a payroll correction; the board approved the items by voice vote.
The trustees also approved multiple budget transfers to police holiday and overtime lines and a small administrative overtime correction after staff outlined the reasoning for the adjustments. The board voiced that the transfers were appropriate and approved them on a motion and second.
Mayor Brian Marsh provided an infrastructure update on the South End work, saying crews replaced a sewer lateral at Channel 13, paving at the top of Amsterdam was nearly complete and contractors expected to be out of the area until spring. Marsh noted the village owns certain plant infrastructure and can keep access open as needed.
Announcements included a temporary UPS parking arrangement across from Riverview Center (described as short-term), a planned letter to grinder-pump users clarifying the village grant coverage and prohibited items, and a Hanukkah brunch scheduled for Dec. 21 at the Fire Hall. A trustee reported library programming for children and teens and the Menands Fire Company announced an annual toy drive.
During public comment, resident Bill urged equitable treatment from the town sewer authority over charges, requested replacement of worn or missing dead-end signage with aluminum posts, asked about cleaning a storm drain on Cornell Drive (staff reported it had been addressed), and urged local enforcement of a fireworks ban; the mayor replied fireworks are governed by a countywide ordinance. Bill also reported clearing weeds from a specific hydrant and thanked staff.
Before adjourning to an executive session to discuss two personnel matters (motion carried by voice vote), trustees noted a donation of historic Menands Activity issues for archiving and the historian's new email address, which will be posted on the village website.
