Council holds first hearing on rezoning for 70‑acre Capdev LLC site on West 133rd

Crown Point City Council on Dec. 11 held the first hearing on Ordinance 2025-12-34, a petition from Capdev LLC to rezone roughly 70 acres at 2021 West 133rd Avenue from R-1A to R-1 to allow a single‑family subdivision.
“My name is Michael Herbers with Diamond Peak Homes, 1313 White Hawk Drive, here representing the landowner Capdev LLC,” the developer representative told the council, adding, “Our plan there is to put in a single family residential development.” Planning staff (identified in the transcript as Josh) said the change would reduce minimum lot sizes from about 15,000 square feet to 10,000 square feet and narrow required lot widths from 100 feet to 80 feet.
Josh also noted the property was annexed in 2022 and that the plat commission considered the petition on Nov. 24, 2025, issuing a 7–0 favorable recommendation. Council members asked questions about density and compatibility with the comprehensive plan; the developer said the proposal responds to market demand and that nearby amenity and stormwater questions raised at the planning commission were addressed.
Council voted to read the ordinance in title only and hold it for a second reading on Thursday, Dec. 18, at 6:00 p.m. The second reading will include the formal public hearing and final council action.
