Valley County commissioners opened a preliminary discussion about restoring recycling services in Cascade and agreed to postpone a decision until they receive a full presentation on costs and logistics.
At the 11:15 session Unidentified Speaker 1 described a decline in recycling access in Cascade and said the volunteer group Horizons offered to staff recycling bins if the county provides a drop-off location. Horizons’ volunteers, the speaker said, would sort materials to reduce contamination.
Board members expressed support for the idea but raised concerns about county costs for collection and transport. “I’d like to see the numbers from Terry on what it costs us right now for that whole facility down there at Lake Fork for the recycling for a year,” Unidentified Speaker 3 said, asking that Lakeshore Disposal and the county solid-waste manager be invited to present a cost breakdown.
Unidentified Speaker 5 and others warned that transporting collected material and staffing transfer-site work would create county expenses even if volunteers handled on-site sorting. The board agreed to postpone consideration for 30 to 60 days and asked staff to schedule a presentation that includes Lakeshore Disposal, the solid-waste manager, Horizons representatives, and Clerk Miller to provide current annual costs and an assessment of how a Cascade drop-off would affect operations.
Next steps: staff will arrange the requested multi-party presentation and return with numbers on current recycling costs and the incremental cost of resuming local drop-off service in Cascade. The board recessed and will reconvene at 1:00 p.m.
Reporting note: speakers referenced ‘‘Horizons’’ and Lakeshore Disposal; transcript identifies requests for specific cost data from county staff and Clerk Miller but does not provide dollar amounts in the record.
