Valley County formally appoints county Planning & Zoning Commission to handle outstanding McCall-area applications

Valley County commissioners on Dec. 8 voted to appoint the Valley County Planning and Zoning Commission to take over review of outstanding land‑use applications that were previously under the joint City of McCall–Valley County commission.

Unidentified Speaker 3 explained that the joint commission is being disbanded and recommended formally appointing the Valley County commission to review any applications still outstanding in the McCall impact area; the board approved a motion to appoint the county commission for outstanding applications outside incorporated cities.

Legal staff has drafted a joint powers agreement (described in the meeting as a memorandum of understanding) with the City of McCall. According to Unidentified Speaker 3, McCall will continue to review building permits and perform inspections for two years; thereafter commercial building applications, permits and floodplain records will be transferred to the county for permanent retention. The draft agreement will go to McCall’s city council for approval (council meets Dec. 18) and return to the board for final action.

Commissioners emphasized that applications must continue under the ordinances and approval standards in place when they were filed. Unidentified Speaker 3 also said staff will coordinate with McCall staff to place the agreement on the city agenda and will be available to answer council questions in mid‑December.

The appointment ensures continuity for active applicants and creates a schedule to transfer records and inspection responsibility once the city’s temporary inspection period ends.
