Valley County denies McCall request to reconsider area-of-impact boundary

Valley County commissioners voted to deny a request from McCall to reconsider the county’s modification of the McCall area-of-impact (AOI) boundary, saying the county’s analysis met statutory requirements and that municipal sewer capacity and geographic constraints supported the reduced boundary.
Madam Chairman explained the board had reviewed the recent state legislation, considered anticipated commercial and residential growth, and consulted professionals including sewer and water district staff. She said the municipal sewer authority indicated it would not expand its boundaries in the near term, a central factor in the board’s determination: "The municipal sewer is the big deal through this whole area," she said, and that fact shaped where growth is anticipated.
The chair told colleagues the county’s analysis was consistent with the statute enacted last year and with geographic realities — including Payette Lake and county-managed lands — and concluded that a smaller AOI was appropriate at this time. A commissioner said there was no new information in the reconsideration request that would alter the decision.
The board moved to deny the request for reconsideration and approved the motion by voice vote. The board approved the prepared response and closed the matter. No public speakers were present during the public-comment portion at the meeting’s end.
