THECB selects Doug Brock as general counsel and delegates salary negotiation to chair, commissioner

The Texas Higher Education Coordinating Board voted to select Doug Brock as its next general counsel in open session on Nov. 12 after holding a closed executive session earlier in the meeting.
Mister Wilson moved "to select Doug Brock as our next general counsel and delegate to the chair and the commissioner the authority to negotiate salary," and Emma Navarez seconded the motion. Chair Stacy Hawk called for a voice vote; the chair declared the motion passed. Chair Hawk also stated that no action had been taken during the prior executive session.
Earlier in the meeting Commissioner Rosser thanked outgoing General Counsel Nicole Bunkler Henderson for her years of service and credited her with assembling the agency legal team. Rosser said he appreciated her "sharp legal insight, [and] tireless work ethic," comments echoed by the chair.
The board did not record a roll-call tally in the transcript; individual affirmative responses were recorded in the open-session vote and the chair announced the motion passed. The board delegated to the chair and the commissioner the authority to negotiate the incoming general counsel's salary and to complete any necessary hiring steps.
The selection concluded the board's business and the chair adjourned the meeting at 2:56 p.m.
