At the Dec. 3 meeting the Town of Charlton Planning Board handled several administrative items.
The board voted to approve a field change request from Boston Outdoor Living to revise drainage details after MassDOT asked the applicant to replace a trench drain with two catch basins and to reroute the discharge to an existing detention basin. Graves Engineering requested updated rainfall/hydrology numbers for recordkeeping, but MassDOT accepted the design change and the board approved the field change so the applicant may proceed toward occupancy.
Members also discussed the town master plan update and a draft RFP. Staff presented an RFP timeline and the board debated whether to select CMRPC or reopen the RFP. Several members supported reopening the process to ensure a fair competition and to require minimum community engagement (three in‑person town‑wide workshops). The board preapproved reissuing the RFP with minor edits and targeted posting by Dec. 17; proposals would be evaluated in January/February with selection in March under the proposed schedule.
Finally, the board agreed to restore Zoom for public access, allow staff to record Zoom sessions, and to upload a processed recording to the town’s YouTube channel (TV Charlton). Members discussed using a dedicated laptop or an 'Owl' camera for hybrid meetings and asked staff to arrange consistent recording procedures.
