Developers and consultants returned to the board on Dec. 3 seeking agreement on decommissioning bond amounts for multiple energy projects. A consultant presented present‑value recycling and disposal estimates for Lot F (Griffin Road) and other sites: about $511,892.96 in current dollars and an escalated 20‑year value of roughly $832,274 based on the June cost baseline used in the calculations.
Board members and Graves Engineering reviewed itemized costs (recycling/disposal, site stabilization, hydroseeding and aggregate pads). Applicants said they would accept periodic reviews and that some costs could decline if recycling values improve; board members said a five‑year check can be useful while others preferred an inflation escalator approach.
Because financing and surety processes require an agreed amount before forms are complete, the board moved to authorize a named board member to sign agreed applications/approval forms for ZP battery development (Lots F and G) so applicants can proceed with surety/financing. The board voted in favor of the administrative authorization; applicants will return with executed forms and updated peer‑reviewed exhibits.
