Fairfax council adopts three emergency ordinances, including street change order

The Village of Fairfax council on Nov. 16 suspended the three‑reading rules and adopted three emergency ordinances covering surplus property sales, a street‑project change order and year‑end fund transfers.
Ordinance No. 24‑2020 authorizes the village administrator to enter an agreement with the Board of Commissioners of Hamilton County to list and sell surplus village property on the county’s auction website and declares an emergency. The measure was moved and seconded and adopted by roll call with all members voting Aye.
Ordinance No. 25‑2020 authorizes the village administrator to execute Change Order No. 2 for the 2020 residential street paving project and declares an emergency. Village Administrator Jenny Cameron told the council the change order covers additional grinding and repaving needed where the existing pavement profile was uneven. "So that change order is in the amount of $14,956, which would bring the total project to $358,368.50," Cameron said during her report.
Ordinance No. 26‑2020 provides for current expenditures and transfers funds from the general fund unappropriated to cover salaries and legal counsel through Dec. 31, 2020, and was adopted as an emergency ordinance.

Mayor and councilors approved the measures during the regular meeting; each ordinance was presented on the agenda as an emergency measure and carried by unanimous recorded vote.
The change order for the paving project will allow additional grinding and repaving on Eleanor and High Street to correct an uneven pavement profile; Cameron said the overall project cost remains below the council’s 2020 streets appropriation of $500,000. Council did not record any amendments to the ordinances during the meeting.
