We have, however, gone over by a $169,000,” a Conger representative said, noting about $700,000 in contingencies and a $300,000 owner contingency that could be returned to the township if unused.
The administrator and Conger described steps already taken: six firms submitted proposals, Conger was selected and named CMR in January, the team established a first GMP in June to secure favorable steel pricing, and prefabricated steel has been ordered. Mister Wright said the township has intentionally saved funds over several years — roughly $2–2.5 million — to make a one‑third down payment and limit long‑term debt, which reduces total interest costs over the life of the borrowing.
Trustees asked about subcontractor selection; the CMR and design team said they vet subs and that township staff may exercise veto authority for firms with problematic past performance. On schedule, staff said the project anticipates completion in 2026.
The board moved and approved resolution 25‑0917D to accept GMP #2 with Conger Construction. Trustees recorded affirmative responses during roll call (Mister Cordray and Mister Sousa answered “Yes”).
Next steps described by staff include finalizing subcontracts, continuing value‑management exercises, and beginning site work following the formal GMP approval.
