Hamilton Township trustees approved an award of the Mounts Park Stream Restoration Project Phase 1 contract to Evans Landscaping for $779,042.60 after staff presented engineering estimates, bid results and funding sources.
Staff explained the creek through Mounts Park has exposed a capped but aging 1950s–1960s landfill; the recommended engineering solution is to create a new channel, place a new cap and perform grading and plantings tied to environmental controls. “The engineer's estimate for the base bid was about 890,000,” staff said, and noted that Evans Landscaping submitted the most responsive bid at $779,000 — roughly $110,000 below the engineer's estimate.
Nine bids were received during the procurement process, staff said, and an alternate scope for expanded earthwork and plantings was estimated at $210,000; Evans’ alternate pricing came in significantly lower than the alternate estimate. The recommended contract is a 180‑day construction term; staff said typical plantings and related performance requirements include a one‑year warranty and that EPA-required inspections and longer-term monitoring may be required for several years.
Funding for the project will come from remaining ARPA funds and a $100,000 state grant staff identified as a statewide program to reduce runoff and protect waterways. Staff said the bid amount and alternate pricing leave margin for potential change orders and that the project is expected to be completed in a planting season that supports revegetation and erosion control.
The trustees voted to award the contract and authorized the township administrator to execute the necessary documents. Staff said they will schedule a pre‑construction meeting and coordinate engineer and third‑party inspection as required by grant and environmental conditions.
The award advances the township’s plan to remediate decades‑old landfill impacts in Mounts Park and to restore stream function ahead of additional park improvements.
