Hamilton Township trustees voted to approve Resolution No. 25‑0806B, granting stage‑2 planned unit development approval for the Arbors East project, subject to conditions recommended by regional planning staff and the township zoning commission.
Staff described the proposal as a mixed residential and industrial plan on an unaddressed parcel on Grandin Road: 123 residential lots (approx. 2.77 lots/acre), sidewalks on both sides of street, 11.73 acres of open space (about 26.5%), three residential stormwater basins and buffers between residential and industrial areas. The industrial portion included four lots and a single‑side sidewalk provision.
The township’s recommended conditions — drawn from the Warren County RPC and the Hamilton Township Zoning Commission recommendations — require that: all applicant plans be conditions of approval unless modified; the engineer’s office review and approve a traffic impact study if necessary; prior to final plat approval for the 49th lot the applicant must construct a second access to Grandin Road or Pebble Lane; a stormwater plan be approved by the engineer’s office prior to stage‑3; compliance with Warren County soil and water erosion controls and Warren County water/sewer standards; compliance with Hamilton Township Fire Department requirements; establishment of homeowners’ and business owners’ associations to manage open space and stormwater facilities; and installation of active‑use amenities prior to development of 75% (or fewer than 92) residential lots prior to final plat approval.
Beavercreek Development representative Ed Ferrugia said the plan is substantially the same as previously presented and noted an added 15‑foot buffer along the south side to address Willow Pond homeowners’ concerns. Ferrugia confirmed primary construction would begin from the existing west connection and that roads would be public and turned over to the township.
Trustees asked clarifying questions about lot setbacks and the timing of access construction; staff confirmed standard conditions and recommended the measures noted above. The presiding officer moved to approve Resolution No. 25‑0806B for the Arbors East stage‑2 PUD; the motion was seconded and trustees Mister Cordray, Mister Sousa and Mister Razi voted yes.
The approval is conditioned on the listed engineering, drainage, access and public‑safety requirements and will be further reviewed at stage‑3 for final plan approval.
