Hamilton Township trustees voted to adopt text amendments to chapters 4 and 7 of the township zoning resolution to permit institutional housing in the B‑2 business district and to alter parking standards.
Staff introduced the proposal as an amendment to chapter 4 (table 4.2) and chapter 7 (table 7‑1) to allow institutional housing in the B‑2 district and revise parking from “1 space per 3 bedrooms” to “1 space per bed.” Staff said the Warren County Regional Planning Commission and the Hamilton Township Zoning Commission had recommended approval with no additional conditions and that staff also recommended approval.
The applicant, Anne McBride, told trustees the change reflects a shift in how institutional housing operates today, with more short‑term patients and an industry preference for private rooms. “We are asking for the consideration of these text amendments to allow institutional housing in your business district, with parking that’s more relevant to what the uses are today,” McBride said, explaining that state licensing uses beds as the licensing unit.
Trustees asked clarifying questions about whether some uses (for example, sober‑living facilities) might be separated out at the zoning commission level; staff said the zoning commission would revisit those distinctions if members chose to pursue them. With no public opposition speaking on record at the hearing, the presiding officer moved to adopt Resolution No. 25‑0806A, a resolution adopting text amendments to chapters 4 and 7 of the Hamilton Township zoning resolution. The motion was seconded and trustees Mister Cordray, Mister Sousa and Mister Razi voted yes.
The amendments take effect according to the township’s adoption procedures; staff said the change aligns local parking metrics with state licensing terminology and trustees indicated they expected the zoning commission to address narrower use distinctions in a future meeting.
