Board approves 2026–27 WCPSS enrollment plan; staff to open stability-transfer window next week

The Wake County Board of Education voted Nov. 18 to adopt the district's 2026–27 enrollment plan, which staff said aims to relieve overcrowding, optimize the use of underused schools and improve cohort continuity as one new school opens in 2026–27.
Assistant Superintendent Susan Pulliam presented the plan and thanked dozens of staff and community participants involved in a multi-year engagement process. Pulliam said one new school — identified in the presentation as Hilltop (Miedmore) Elementary — will open in 2026–27 and that the final plan would reassign just over 1,450 students, less than 1% of the district population. She said 74% of those students would be eligible for a stability transfer that would allow them (and younger siblings) to remain at their current school through the terminal grade if families provide their own transportation.
Vice Chair Swanson moved adoption and Miss Edmonds seconded. Board members questioned calendar alignment, cohort continuity and transportation impacts of generous stability rules. Pulliam and staff explained the rationale for calendar and cohort choices (for example, aligning Salem-area cohorts with Apex Middle) and said including transportation with stability transfers would drastically lengthen routes and is not physically feasible given current driver and route capacity.
On timing, Pulliam said staff planned to publish updates by the end of the week and open the stability-transfer application window by the following Tuesday; she said the district would add two days to account for the Thanksgiving holiday and keep the window open for a full 10 business days, with submissions in that window guaranteed approval. Pulliam also said rising kindergartners who had preregistered could apply during this window and, if necessary, be handled in the March transfer window.
The motion carried by roll-call vote with all board members recorded as aye. Staff said families affected by reassignment would be contacted directly with instructions and eligibility details.
