Council advances 1500 West Galbraith work while forming ad hoc committee; abatement language revisited

Clerk Hedger read Resolution 18-20-25, which directs administration to instruct RWBC Inc. to proceed with asbestos and mold abatement at 1500 West Galbraith Road and to issue an RFP for third‑party observation and special inspection reporting. Councilmembers raised detailed questions about the draft language, an attached map and outstanding edits; Miss Chichester moved to table the resolution to committee, and Mister Wilson seconded the motion.
During discussion Miss Gaston noted that ARPA-funded projects must be started this year to remain eligible and recommended a special committee meeting to refine the resolution without delaying project start. After further discussion Miss Chichester withdrew her tabling motion so the resolution could be refined without losing procedural momentum.
Separately, Councilmember Wilson moved to create an ad hoc committee to study options for the 1500 Building; Wilson named council members and four citizen volunteers (Andrea Brooks, Embrye/"Umbrella" Starr, Vita Genius and Julian Clear). The motion passed 7–0. Council described the ad hoc committee as the working body to evaluate reuse, demolition, funding sources and community input for 1500 West Galbraith.
What happens next: Staff will prepare modifications to the abatement resolution for committee consideration; the ad hoc committee will meet and provide recommendations to the City Community Development and Recreation subcommittee and to council.
