Board approves developer easement transfer and trade-foundation MOU; consent agenda items pass
Summary
On Dec. 9 the WCPS board approved (1) assignment and assumption of a 2023 MOU transferring easement rights to Thomas Companies in exchange for access improvements, and (2) an updated MOU with the Student Trades Foundation to formalize support for Tech High construction and automotive programs; consent agenda items including curriculum renewal and sole-source training were also approved.
The Board of Education approved several intergovernmental and vendor items during its Dec. 9 business meeting.
Assignment of existing MOU and easement: Staff presented an "Assignment and Assumption" transferring the Board’s previously approved Memorandum of Understanding (September 2023) from D. R. Horton to Thomas Companies LLC. The MOU concerns an easement across the Krickenbaum estate that predates Halfway Boulevard and would be released in exchange for a developer-built driveway that creates a parent-drop-off loop behind Lincolnshire school, separating parent and bus traffic and improving site safety. Staff noted the development was accounted for in enrollment projections; the board approved the assignment with five board members voting yes and the student member concurring.
Student Trades Foundation MOU: The board also approved an updated MOU with the Student Trades Foundation to reflect current practice at Boyd J. Michael Technical High School, where the trades program and foundation support construction projects and automotive instruction (students build a house as part of the curriculum). Board members asked whether trades students could assist with cosmetology lab renovations; staff said contractor timing, engineered design needs, and funding sources would need resolution and that summer project timing would likely be required to avoid impacting instruction. The MOU formalizes the foundation’s ongoing support for purchasing materials and oversight.
Consent agenda and other approvals: The board approved a 10-item consent agenda that included awards, renewals and procurements. Board questions focused on the K–5 Illustrated Mathematics curriculum renewal (presenter said the renewal aligns with Maryland College and Career Ready Math Standards and includes physical workbooks) and a sole-source contract for training in de-escalation, physical restraint, and crisis intervention (explained as sole source to preserve consistent training and recertification). Consent items were approved with five yeas, and the student member concurred.
All the above actions were recorded as board approvals in public session; minutes and personnel actions that had been discussed in closed session were also approved by roll call as noted in the meeting.
