Waynesboro reviews FY24 CDBG CAPER; public comments invited through Dec. 8

Allison Tonberge, Waynesboro's city planner, presented the Consolidated Annual Performance and Evaluation Report (CAPER) for FY24 during the Nov. 24 meeting, summarizing Community Development Block Grant (CDBG) activities funded by HUD.
Tonberge said FY24 activities included $92,223 earmarked to assist with land acquisition for a proposed 96-unit multifamily development at 1030 Alston Court (work delayed after a HUD grant rescission), $50,000 to the Renewing Homes program for critical home repairs, $10,000 to LifeWorks and $5,000 to HERO for emergency rent and utility assistance, and $10,098 to WARM for case management at Ruth House. She reported ADA pedestrian and sidewalk improvements completed at the Rosenwald Community Center and noted several activities were recorded across FY24 and FY25 due to timing of drawdowns.
Tonberge said the CAPER reports assisted "about 1,245 persons and 59 households" during FY24 and that the CAPER is on public display until Dec. 18 at city locations and on the city website; comments will be accepted through 4 p.m. on Dec. 8 and included in the CAPER submission to HUD by Dec. 12.
Council opened the public hearing on the CAPER; staff reported no speakers had signed up and the hearing was closed with no action required.
Next steps: public comments can be submitted by email, mail or in person through Dec. 8; the CAPER will be submitted to HUD on or before Dec. 12.
