The Williamson County Planning Commission voted to forward a text amendment to Article 3 of the county zoning ordinance that would require developers and utilities to provide more detailed verification that water and wastewater infrastructure can serve proposed projects.
Staff told the commission the change responds to county-commissioner concerns that some utilities are issuing letters of ability to serve despite limited capacity or unresolved Tennessee Department of Environment and Conservation (TDEC) violations. "We believe it's best to update what information is required when a development is proposed related to the availability of water and wastewater treatment," staff said, recommending the attached resolution be forwarded to the county commission with a recommendation for adoption.
Commissioner Madison asked whether staff had solicited feedback from water companies after a prior meeting. Staff replied that they had engaged the utilities and that the text now before the commission reflects that feedback. The amendment would require details on whether a facility is in good standing with TDEC, what upgrades would be needed to serve the development and who would be responsible for those upgrades.
The planning commission approved the amendment by voice vote and recommended county-commission adoption. The resolution and revised ordinance language will now be presented to the Williamson County Commission for its consideration.
