Fair Oaks Ranch approves ILA with Bexar County to repair Old Fredericksburg Road; city share about $205,882

The Fair Oaks Ranch City Council unanimously approved an interlocal agreement with Bexar County on Dec. 4 to fund and execute repairs to Old Fredericksburg Road.
Public Works Director Grant Watanabe explained the segment at issue runs from the I‑10 frontage road to Deats Elkhorn Road and showed photos of shoulder degradation, potholes from base failure and reduced service life linked to a SAWS utility project. The repair plan calls for about 1,500 linear feet of full‑depth reclamation at the southern end and about 2,400 linear feet of mill-and-overlay with base repair at the northern end.
Watanabe said the total estimated cost is $617,647. Under the proposed agreement, Bexar County will cover two‑thirds of the cost and manage construction under existing county contracts; the city will pay roughly one‑third, approximately $205,882, and will assume long‑term maintenance after project completion. Watanabe added that Bexar County already funded $110,000 for design development and will help with petitions to have the portion of road released from San Antonio’s extraterritorial jurisdiction (ETJ).
Council members asked about schedule, risk and the ETJ release process; staff and outside counsel said they do not anticipate major obstacles with San Antonio and that construction could start in March or April with an estimated 4–6 month construction window.
Council approved the resolution authorizing execution of the ILA and related funding by voice vote. The approval includes the city’s commitment of funds from available balances as described in a later budget amendment.
