Key approvals
- SWAT equipment grant: Council approved Resolution 2025‑35 to accept an $87,000 Department of Homeland Security grant to procure Special Weapons and Tactics / Special Operations Unit equipment for the Laconia Police Department. The council authorized the city manager to sign the grant documents; the vote was 6–0.
- Police utility vehicle grant: A competitive HSGP award for $55,000 to fund a street‑legal utility side‑by‑side vehicle for police operations was approved (Resolution 2025‑31 as amended). Staff said the side‑by‑side will be street legal and maintenance costs are expected to be low; councilors requested annual maintenance estimates be included in future grant packets.
- Fire department repairs and ambulance purchase: Council authorized (Resolution 2025‑36) using impact‑fee funds to replace two damaged fire station garage door motors and (Resolution 2025‑37) using a combination of impact fees and internal service funds to purchase a used ambulance. Staff explained remaining impact fee balances and that the internal service fund would temporarily cover costs pending receipt of impact fees.
- Downtown lighting conceptual design: Council approved using downtown TIF funds to produce a conceptual design and cost estimate for lighting improvements (Resolution 2025‑38), which could include City Hall parking lot and Rotary Park and may require electrical upgrades for power distribution.
- Public Works equipment: Earlier in the meeting the council authorized a 5‑year lease purchase agreement with John Deere for a 444P tier wheel loader; the motion passed with six affirmative votes. Staff said the lease payments will be covered from the vehicle replacement budget over the coming years.
Council members repeatedly asked staff to include estimated ongoing maintenance costs on future grant and equipment requests; managers said they will attempt to provide projected annual operating costs when the data are available.
