JTL updates council on Sunflower Valley water/sewer project; IFA funding, valves installed, contractor behind schedule

Mike Harris of engineering firm JTL briefed the Sellersburg council on the Sunflower Valley water and sewer project, reporting progress and some delays.
Harris said two property owners did not respond to outreach, prompting small alignment and easement changes to avoid connecting those properties; he said those properties will not be connected as part of this contract and property owners may later purchase taps and meters if they choose. He told the council most water valves are installed and sewer work has begun, but the contractor admitted to falling behind schedule; JTL has added personnel on site to accelerate work. Harris said the project remains slated to go to bid in the spring and that funding will be through the Indiana Finance Authority’s State Revolving Fund (SRF) program.
Councilmembers asked whether residents had been properly noticed; Harris said the contractor and project team had performed multiple attempts via in-person visits and door hangers. He said the project team is finalizing a proposal tied to items in the PER and AMP documents and coordinating with Baker Tilly on those steps.
The council did not take action at this meeting; staff will continue coordination with IFA and bring further updates as the schedule and bid timeline firm up.
