Committee sends rezoning for 1011 Howard Street to full council

Tim Staub, a zoning specialist for the City of South Bend, told the committee the owner subdivided the parcel into four lots facing Notre Dame Avenue and seeks to rezone the property from Neighborhood Center to Urban Neighborhood 1 (U1) to allow new single-family construction. "This is Bill 6,925 a petition by the owner of 1011 Howard Street to rezone the parcel from neighborhood center to Urban Neighborhood 1," Staub said during his presentation.
Applicant representative Angela Smith of Jones Petrie Ruffinski described the proposal as "a fairly straightforward project" and said Notre Dame initially rezoned the parcel for a law clinic but later decided to reuse another building; she asked the committee for a "favorable recommendation." When the chair asked whether neighbors had been contacted, Smith replied there was contact and "there was no opposition." No members of the public came forward to speak for or against the bill during the public hearing.
A committee member moved to send the bill to the Committee of the Whole with a favorable recommendation; the motion was seconded and the committee recorded five ayes. The chair noted Councilman Troy Warner had joined and his vote was recorded.
The bill will proceed to the Committee of the Whole for further consideration tonight.
