Lake City Council: key votes on rezoning, public‑records fees, trespass authority and holidays

Ordinance 2025‑2315 (Z25‑03) — first reading approved: The council voted unanimously to rezone two parcels (parcel numbers 12516‑000 and 12514‑000) from Residential Single‑Family 3 to Commercial Neighborhood as requested by Carol Chadwick on behalf of First Coast Investment Corp, Inc. Staff said the applicant will combine five parcels to meet the comprehensive‑plan adjacency requirement and that a site plan will follow.
Ordinance 2025‑2345 — interlocal service boundary agreement approved on final reading: The council approved an interlocal service boundary agreement with the Columbia County Board of County Commissioners establishing a Cornerstone planning and municipal service area; the vote was unanimous.
Resolution 2025‑108 — public records deposit requirement amended (75%): After discussion about a prior large request in which staff time was expended and final payment was not received, the council adopted a resolution requiring a 75% deposit for estimated labor/costs when the estimate exceeds $1,000 (previously 50%). Vice Mayor Young voted no; other members voted yes. Staff and the city attorney said the change is intended to protect the city from completing expensive work and being left with unpaid balances.
Resolution 2025‑161 — trespass warnings: The council adopted a resolution authorizing the city manager, after consultation with the city attorney, to issue trespass warnings and orders for city‑leased real property and to notify council of any such actions; the council retained the ability to rescind warnings.
Resolution 2025‑171 — holiday schedule: The council approved aligning city Christmas holidays with county and state practice by moving the observed holidays from Dec. 24–25 to Dec. 25–26; city manager retains discretion to approve early departures.
Other actions
• Consent agenda: Approved by roll call (unanimous). • TDC appointment: Councilmember Jernigan was reappointed to the Columbia County Tourist Development Council by a 4–1 vote.

• Z25‑03 will return with a site plan and related approvals if the applicant proceeds. • Staff said it will implement the revised public‑records procedures and that police and the city clerk’s office have triage practices for smaller requests.
