Planning staff outlines December meeting, design-standards update; variance approved and park open house solicits feedback

Mister Hutchinson told the Plain Planning & Zoning Commission the board will hold a December meeting (Dec. 17) and that staff expect two preliminary development plans on that agenda. He said engineering staff have spent the year drafting a companion guide to the city—s design standards for street design and stormwater control, which would sit alongside the zoning code so future engineering edits could be made without formal code change.
"They've been working all year on a new guide that's kinda gonna be taken out of code, putting in a, like a companion guide to our code just so as things change, they can modify without having to go through code changes," Mister Hutchinson said.
Hutchinson reported the recent VZA considered a side-yard variance of five feet for a service building adjacent to the sewer plant on Central Avenue; the variance was approved. He added that a variance application for a sign is scheduled for the next month.
On a separate item, the presiding officer noted the council—s Bicentennial Park open house last week and said the event drew public comment; the public can submit further comments via a link on the city website to inform the final design. Hutchinson gave a brief update on a dock project, saying a shelter had been installed and that remaining site work, including grading and stormwater tasks, remained before final completion.
No formal policy changes or budget appropriations were adopted at the meeting; staff said adopting the companion engineering guide would later require code changes to reference the guide where appropriate.
