Danville selects Rens Nest for Jenny Rogers Early Learning Center and approves skatepark design-build agreement

The commission voted Nov. 24 to accept a selection committee recommendation that Rens Nest operate the Jenny Rogers Early Learning Center. Committee members said Rens Nest distinguished itself for curriculum quality, existing operations and capacity to scale quickly; the proposal anticipated serving about 100 children initially with potential building capacity up to 120–130 depending on staffing and space ratios. Staff and committee members emphasized affordability and the provider's experience working with CCAP (the state child-care subsidy) to help lower-income families access slots. The commission authorized staff to prepare a lease and proceed with contract steps.

Commissioners also approved a design-build agreement with Spohn Ranch for Millennium Park skatepark design work, with a not-to-exceed fee of $400,000. The agreement allocates $150,000 from the city and $250,000 from the county. Staff noted the price covers initial design and a phased approach, but cautioned that comparable skateparks can cost nearer $700,000 to complete; the agreement includes a clause requiring notice at least eight weeks before mobilization if budget increases are proposed.

Public engagement steps: staff is running a public survey and scheduled a skatepark public input meeting (noted for Dec.8) to collect community preferences for park features; Jenny Rogers will proceed to lease negotiations and onboarding with the recommended provider.
