Oak Park awards community center construction-manager contract and asbestos-abatement bid

Oak Park’s City Council on Dec. 1 approved key contracts tied to the city’s planned community center: it awarded construction-manager services to Barton Mallow Builders and separately awarded the low bid for asbestos abatement at several campus buildings to BDS Environmental of Warren, Mich., for $221,077.
Deputy City Manager Dave DeCoster told the council the construction-manager contract covers pre-bid and post-bid services for a project based on a $35 million construction estimate. He cited pre-con staffing fees of $71,795 and post-bid staffing in the neighborhood of $1,000,721. DeCoster said Barton Mallow is a local firm with a long track record and noted the company also plans further investment in its Oak Park campus.
The asbestos-abatement bid covers removal and disposal of asbestos-containing materials and universal waste from multiple buildings scheduled for demolition, including the ice arena and pool bathhouse. Dan Fearless presented the bid results and recommended awarding the work to BDS Environmental, the low bidder at $221,077. Council approved that bid by roll call.
Council members asked about scope, costs and firm experience. Mayor Pro Tem Julie Edgar recorded the lone No vote on the construction-manager award; the motion still carried. Staff said the construction-manager contract will proceed to the city attorney’s office for final approval before execution.
Next steps: finalize contract documents and schedule pre-construction activities. The asbestos-removal work will be scheduled prior to demolition of the affected buildings.
