Danville awards $4.925M bid for Lehi Road/Clark's Run sewer improvements; approves HDR contract amendments

The Danville commission voted Nov. 24 to award the Lehi Road/Clark's Run Phase 2 sewer improvements contract to Hubert Excavating Contracting after receiving five public bids. The project scope includes roughly 3,500 linear feet of large-diameter gravity sewer, additional 24- and 27-inch lines, and about 48 new manholes. Hubert's low bid of $4,925,000 was substantially below the engineer's estimate of $6.3 million; staff recommended awarding to Hubert based on prior work history and competitive pricing.

Funding for the project will include Kentucky Infrastructure Authority (KIA) funds and a $1,990,000 Economic Development Administration (EDA) grant; staff said the financing arrangement avoids a local match requirement. "We were very lucky to get that," the project manager said, noting the bid resulted in a favorable outcome for the city.

The commission also approved two HDR Engineering contract amendments. The Parable Road Phase 3 water main project required a $7,800 net amendment (including $19,100 for additional construction administration offset by removed geotechnical work and $9,000 for easement documents). The Levin Road Phase 1 and Phase 2 sewer project required a $78,300 amendment for additional construction services due to extended construction time and difficult rock conditions. Both amendments were authorized from capital funds and approved by voice vote.

Next steps: Staff will execute the construction contract with Hubert and proceed with required grant and KIA compliance tasks, and HDR will continue construction-phase services under the approved amendments.
