General Manager Blake Adams said the coalition is composed of small GSAs across California and that joining would allow the agency to participate in lobbying and advocacy for issues affecting smaller basins. Staff estimated the agency’s annual cost at between $3,000 and $6,000, depending on how many other agencies join; Adams said $4,000 was a realistic expectation and that the agency would not be liable for more than $6,000.
Directors asked questions about the underlying advocacy costs (cited in the packet as $30,000 for a half year or $60,000 annualized) and whether the per‑party share would rise if fewer agencies signed on. Adams said the chair would approve the final dollar amount before the agency signed the formal agreement and that the agreement contains withdrawal language allowing any party to withdraw with 30 days’ written notice.
Director Crane moved the recommended action to join; Director Gasco seconded. A roll‑call vote recorded Ayes from members present and the motion passed.
The board asked staff to return with confirmation of the final per‑party cost and with any related contract terms. Adams said the coalition meets monthly in Sacramento and that participation is expected to be a management‑level activity.
