Osceola County board sets hearing on budget amendment, appoints health board members and approves multiple routine items

The board set a public hearing for Dec. 23 at 9:00 a.m. to consider a fiscal-year 2025–26 budget amendment; staff said the county's opioid fund has insufficient remaining balance after conservatorship and substance-abuse expenses and that other costs (FEMA reimbursements timing and potential special elections) also informed the request.
The board approved the appointment of Dr. Garrett Sterk to the Board of Health (replacing Dr. Kosters) and reappointed Ashley Hench to the Board of Health; both motions passed by voice vote. The board also approved plans for the Bridge E1515 deck overlay (state HPP-funded overlay) and a final payment to close out the Oak Hill box culvert project under FEMA reimbursement.
Other actions included approval of a $500-per-month lease for the Cedar Cabin site with Allied Energy (staff required maintained access for theater troop and county snowplow storage), board authorization to seek an engagement letter from Ehlers and Cooney to explore urban-renewal/UR funding options for fairgrounds projects, certification of required TIF and state reports due Dec. 1, and approval of claims (including two small payments to Boswell Water Service and a Veterans Day meal claim).
All listed motions and votes on these items were recorded as voice votes with the board indicating 'aye' to approve.
