Councilor Thurgood opened the discussion, saying the council—s rules state special committees "end at the end of the year" and arguing that the agenda language proposing reappointments did not reflect how reappointments are handled under council rules. Thurgood pressed that the item be removed from the agenda or delayed so the council could review the applicable rules.
Multiple councilors raised paths forward: some asked the council to consider making the Human Relations Committee a permanent council committee under the appointments process, others urged tabling while the city manager and legal staff confirm procedures, and one councilor said the council could set aside its rules if it wished to make current appointments now. City Manager Kurt said staff would research and return with clear options.
Councilor Bogart moved to table the item until the city manager can present options and the motion was seconded and approved 6-0. Mayor St. Clair and the city manager noted that tabling the agenda item would not stop the committee—s ongoing work in the interim.
The council discussed several specific options for change: reassigning the committee to council oversight and the appointments committee; clarifying the council rules about reappointment and purposes for special committees; or allowing the mayor to continue appointments but with clearer council direction.
